Continuous Emission Monitoring, Ambient Air Monitoring and Fugitive Emissons Control - Quality Assurance Plans and Audit/Reporting Requirements

 

In 2006, AENV updated environmental monitoring, reporting requirements and guidelines. The Alberta Continuous Emissions Monitoring System (CEMS) Code requires that all applicable plants have a Quality Assurance Plan (QAP). Applicable facilities are required to establish a comprehensive Quality System by April 1, 2007 with full implementation by April 1, 2008. Therefore, facilities must develop their Quality Assurance and Quality Control for air quality monitoring and reporting and will be audited at a minimum once every three years.


Also, EUB Directive 060 provides regulatory requirements and guidelines for flaring, incinerating and venting gas at upstream petroleum industry facilities and gas transmission facilities licensed by the ERCB. A requirement of Directive 060, which became effective January 31, 2007, is the development of a Directed Inspection and Maintenance (DI&M) or Leak Detection and Repair (LDAR) Program for all upstream oil and gas facilities by December 31, 2009. Facilities are required to submit their LDAR Program implementation status results by March 31, 2008.
