Shipping Oil off the west coast; What policies exist or are needed to support it?
Balanced and sustainable oil tanker traffic policies are critically important for the future of Alberta crude oil exports to the Pacific Rim. The various issues related to shipping oil off all coasts, domestic and international policies that govern deep-sea shipping, and potential gaps of the present Canadian safety and environmental framework that govern bulk oil shipments will be explored by two experts in the field. Darryl Anderson, Managing Director, Wave Point Consulting Ltd., is a Victoria based transportation consultant with over 22 years of experience in economic and regulatory analysis in a wide variety of industries who has also served as trade policy manager for Alberta Energy, along with Joe Spears, Principal of the West Vancouver based firm the Horseshoe Bay Marine Group, is an ocean regulatory and policy consultant focussing on aspects of shipping that embrace operation, governance, pollution prevention and safety management, will be sharing their views on the matter. Darryl and Joe will touch on the issues driving stakeholder concerns and the politics behind any political support for a tanker ban in British Columbia, along with the potential implications of Canadian policy decisions on its international obligations.
Speakers:
Darryl Anderson, Managing Director, Wave Point Consulting Ltd., is a Victoria based transportation consultant with over 22 years of experience in economic and regulatory analysis in a wide variety of industries. Mr. Anderson maintains an active independent research practice focusing exclusively on maritime transportation and policy issues. Mr. Anderson’s career includes being the trade policy manager for Alberta Energy. In that role he identified and helped advance the Alberta Government’s interests in response to WTO, NAFTA, and Canadian energy trade policy developments. Mr. Anderson was awarded an MBA (Distinction) from the Australian Maritime College, a BA from Trinity Western University, a Diploma in Urban Land Economics from UBC, and a Certificate in Shipping & Marine Operations from BCIT.
Joe Spears is a Principal of the West Vancouver based firm the Horseshoe Bay Marine Group. Mr. Spears is an ocean consultant with a particular interest in various aspects of shipping that embrace operation, governance, pollution prevention and safety management that is based upon academic studies and professional work in the private and public sector. Joe is a practitioner who has a great deal of experience in all aspects of maritime matters including, regulatory, planning and consensuses building.
